Dear Colleague,

The 2016 hunting season is well on its way. The number of calls and queries received at the office has dwindled considerably. Clearly the majority of our members' attention is with hunting. We appeal to members to leave the hunting farm in the same condition as what they would like to find it at their arrival.

I have had the opportunity to visit a part of Limpopo province and it is clear the impact of the drought is much more severe than one might have estimated. Please keep this in mind when you are hunting in the dry areas and be extremely careful with fires that might create havoc in such a dry season.

1. Court Application
While our legal team received a copy of the bulk of the responding affidavit from the Minister of Safety and Security plus some attachments by 7 June 2016, I was informed last week that the responding affidavit and accompanying documents were not yet filed formally by the State Attorney. A request was sent to the State Attorney to finalise these documents to enable us to respond.

We received confirmation that the SA Gun-owners Association (SAGA) applied to join the case as amicus curiae or friend of the court. Today we also received a request from Gun Free South Africa to be allowed to join the case as another “friend of the court”.

2. Refusal of Licence Applications
We know that licence applications by some of our members were refused. The reason given was that SA Hunters was not an accredited Hunting Association. Please note that SA Hunters has been an accredited hunting association since 2003.

We requested the CFR to review all of these applications and to issue the licences of those members that were refused for an inappropriate and wrong reason. We know that the first of these licences that had been refused initially, have now been issued.

If your licence application was refused because SA Hunters is not accredited as a hunting association, please send us a copy of such refusal letter urgently. We want to put pressure on the CFR to review its decision and issue such licences without further delay. Please send a copy of the refusal letter to: Petrus Swart at petrus@sahunt.co.za

3. Aansoeke vir Herlisensiëring
Daar heers steeds groot onsekerheid oor die situasie van lede wie se vuurwapenlisensies verval het en wat nie betyds om hernuwing aansoek gedoen het nie. Onthou asseblief dat u tegnies onwettig in besit is van sodanige wapen. Moet asseblief nie onder enige omstandighede die wapen gebruik nie.

Die terugvoer wat ons van lede landwyd ontvang, is dat die SAPD laat aansoeke vir herlisensiëring verskillend hanteer. Van ons lede wat wel laat aansoeke indien vir hernuwing van lisensies word in toenemende mate gedreig met moontlik inhegtenisneming deur die polisie.

There is still huge uncertainty about the correct process for late application for the renewal of a firearm licence. DFOs interpret the directives differently and provide different instructions or advice to firearm owners. According to the guidelines provided by the SAPS, the DFOs must accept any application for the renewal of a firearm licence that is submitted later than the 90 days prior to the date on which the licence will lapse, as long as there is good reason for the application being late.

Members who are told

  • that their licence renewal applications will be treated in terms of Section 28 of the Act, and who are thus required to surrender their firearm or;
  • who are threatened with prosecution if they refuse to surrender such firearm or;
  • who are informed that they have to surrender the firearm to the SAPS and may then later on apply for the renewal of the licence

are requested to report all such incidents to info@sahunt.co.za. Please send your full name and surname, ID number, membership number, mobile phone number, the name of the police station and the name of the DFO that you worked with. Please also scan a copy of any letter you might have been given in this regard and forward it with your e-mail address to the address above.

Practical Guideline on the Renewal of Licences
Members requested a practical guideline on the process and documents required to relicense firearms. Practical guidelines for licensing and re-licensing are available under the Firearm Licensing section on the SAHGCA website.

4. Contributions to Fund the Court Application
We requested members to make a contribution to carry the cost of the court application we are bringing against the Minister of Safety and Security. Up to now we received R240 000 in contributions to the Legal Aid Fund of SA Hunters. We received donations from individuals that should have received a personalized e-mail message to thank them for their contributions. Unfortunately some individuals did not provide their names or membership numbers or are not members of SA Hunters and we are unable to thank them personally. Please accept this “thank you very much” as our recognition of your generosity and support.

Various other hunting associations as well as a number of Branches of SA Hunters also made contributions to the Legal Aid Fund. Thank you very much to each and every one of the Branches and associations for assisting us in the process. It is really highly appreciated.

The account of the SA Hunters Legal Aid Fund is held at ABSA and the account number is 9134305406. Please note that this account number is different from the account number that we use for regular membership fees and other amounts payable to SA Hunters. Please provide us with your name and membership number as reference when you deposit your donation. Please also request every other firearm owner you know to make a contribution. Every firearm owner in the RSA will benefit from the application we bring on behalf of our members.

5. Aansoeke vir Nuwe Lisensies

Ons ervaar skielik ‘n toename in die getal nuwe aansoeke vir wapenlisensies wat afgekeur word. Een van die redes waarom lisensie-aansoeke nou skielik afgekeur word, is omdat addisionele motivering wat verskaf word nie geteken is nie. Lede wat enige addisionele dokumentasie saam met hul lisensie-aansoek verskaf, moet seker maak dat elke enkele bladsy van sodanige dokumente geteken is anders kan die aansoek afgekeur word.

6. Kommersiële sake
Die volgende ondernemings bied spesiale afslag aan ‘n groot aantal van ons lede of aan die nasionale kantoor en ondersteun die aktiwiteite van ons lede sowel as die Vereniging op nasionale vlak.

Hokaai Slaghuis Hokaai Slaghuis bied 5% korting aan SAJWV-lede op alle aankope en wildsvleisverwerking by al hulle takke. Rig navrae aan Kenny Stanton by 079 900 5416.

Die Wildshoekie Vleismark in Centurion bied ook 5% korting aan lede. Skakel Robbie by 0822798380 vir meer inligting.

Hinterland Groep se aanbod van 10% korting aan SAJWV-lede op alle aankope in hulle wapenwinkels (Hinterland-kluise) gaan steeds voort. Ondersteun hulle asseblief.

Toyota SA: Lede van die SAJWV ontvang 0,5% korting se punte op hulle MyBonus lidmaatskap by die aankoop van alle Toyota-produkte in die volle reeks van voertuie wat Toyota aanbied en sonder enige beperking op die getal voertuie wat gekoop word. Hierdie ooreenkoms is geldig tot einde Desember 2016.

Vanaf 1 April 2016 maak Toyota SA vir elke Toyota-produk wat ‘n SAJWV-lid koop ook ‘n verdere donasie ter waarde van 0,5% van die netto waarde van die transaksie aan die Tinyarhi Trust wat die bewaringswerk van die SAJWV finansier. Hiervoor bedank ons Toyota SA opreg.

Maak asseblief seker dat u met enige transaksie waar u enige Toyota-produk koop dit wel registreer en op rekord plaas dat u ‘n lid van die SAJWV is en dat u die MyBonus-punte kry waarop u geregtig is. Dit sal terselfdertyd ook verseker dat Toyota SA se donasie vanaf 1 April 2016 outomaties na Tinyarhi Trust gaan.

Westvaal Nelspruit: Die Westvaal Groep bied spesiale korting aan SAJWV-lede en hul direkte familie (ouers, broers en susters, kinders). Die aanbod van minstens 9% korting op die aankoop van enige nuwe Isuzu-bakkie aan lede van die SAJWV staan steeds. Westvaal Nelspruit sal ook voertuie regoor RSA aflewer.

Westvaal Nelspruit maak die volgende spesiale aanbod aan lede van SA Jagters:

  1. Isuzu KB 250 Hi Rider Dubbelkajuit met paaiement van R299,900. Dit is slegs van toepassing indien GM FINANCIAL SERVICES die aankoop finansier.

7. Dedicated Hunter and Dedicated Sportshooter Status

2015 Dedicated Hunter and Sportshooter Status
We still have 1 391 dedicated hunters and sportshooters that have not yet reported their activities for the previous year to retain their dedicated status. Despite various attempts to get hold of these members to remind them to submit their activity reports if they wish to retain their dedicated status for 2015, we received nothing. In terms of Section 16 (4) of the Act we are now obliged to report the names, ID numbers and addresses of these members to the Registrar as members that no longer enjoy dedicated status.

Therefore these members should take note that their licences issued in terms of Section 16 (dedicated status) will become invalid.

2016 Toegewyde Jagter- en Sportskutstatus
Lede word herinner om aktiwiteitsverslae vir 2016 ten einde Toegewyde Status te behou, voor 31 Oktober 2016 in te dien. Lede kan self die aktiwiteite wat nie outomaties deur middel van die tabletrekenaars ingetrek word nie, op die stelsel aanbring.
We want to reduce the number of activity reports that we receive via e-mail and/or fax and request members to update their activity logs online.

Members logging in for the first time, must type their 6-digit SA Hunters membership number in both the Member no and Password fields. The system will guide you through the password reset process. You will need access to either your e-mail or mobile phone number registered with us on your SA Hunters member profile to complete this process. After logging in, a link to the user manual is available at the bottom of your ‘Member profile’ page. Members can also contact Mart-Marie on 083 2688 622 should they need assistance on the online administration system.

By now you should know that SA Hunters will also recognise shooting activities at other accredited associations, as well as formally registered shooting clubs, as valid activities to maintain Dedicated Sportshooting status. Please log these activities on the system to ensure you retain your status.

8. Skietsake

Internasionale Sportskietkompetisies
SAJWV bied in Oktober 2016 weer ‘n Internasionale Ope ‘Gallery Rifle’ Skietkompetisie in Welkom aan en ‘n jaggeweer ‘Sporting Rifle’ kompetisie by Duiker-tak in Balfour. Daar sal geleentheid wees vir individuele en internasionale spandeelname by die ‘Gallery Rifle’ kampioenskap in Welkom.

9. Firearm Licences that Lapse
Please remember that all new licences lapse at some point. The section 13 licences issued for self-defence firearms are valid for 5 years only. Licences issued for hunting firearms in terms of Section 15 and 16 are valid for 10 years. Please check the validity of your licences and apply for the renewal of a licence at least 90 days prior to the date on which the licence will lapse.

10. SAJWV Lidmaatskap
Onthou asseblief dat elke lid van SA Jagters wat 10 of meer lede vir die Vereniging werf vir gratis lidmaatskap vir die volgende jaar kwalifiseer. Takke wat nuwe lede werf, ontvang ook R100 van die nuwe lid se ledegeld, bo en behalwe die taksubsidie ten opsigte van die nuwe lid.

Neem kennis dat ons nie beide insentiewe ten opsigte van ’n nuwe lid kan verskaf nie. Dit is óf die Tak óf die lid wat die voordeel kry vir die nuwe lid wat gewerf is.
Our membership increased slightly to 39 843 at the end of April 2016. Please help us to increase our membership numbers, because it strengthens the Association in representing hunters, firearm owners and conservationists.

11. Jagsake
Hunting Licences
Some game and bird hunting licences are available from the SAHGCA national office. Members can contact Vanessa Bell on (012) 808 9306 or Vanessa@sahunt.co.za for more information. The table below indicates which licences are available from Vanessa.

12. SA Hunters Accreditation as Association for Professional Hunters
Please note that SA Hunters is now also accredited as an Association for Professional Hunters. We have been informed by Gen. Mamotheti that our accreditation was approved on 17 June 2016. This application for accreditation was made to accommodate the needs of more than 3 000 of our members that have been trained as professional hunters.

In the special newsletter of 21 June 2016, I informed you that the accreditation of SA Hunters as Hunting Association had been restored and the accreditation as an Association for Professional Hunters had been approved. However, we have not yet received the printed certificates as written confirmation hereof. The excuse we received from the CFR was that the printer was out of order and that the certificates could not be printed. Meanwhile, we trust that the CFR will recognise our accreditation status.

Although SA Hunters has been accredited as a professional hunting association, the system is not fully operational yet. Therefore, we can only assist our members that operate as professional hunters to obtain their Section 16A licences. It is important to take note of the fact that SA Hunters does not intend to compete with the Professional Hunting Association of South Africa (PHASA) and also does not intend to provide any services that may compete with the services rendered by PHASA to professional hunters.
’n Belangegroep van beroepsjagters onder SA Jagters-geledere sal binnekort in die lewe geroep word om leiding te verskaf oor die diens wat ons met beperkte kapasiteit aan professionele jagters kan bied.

13. Kontakdetail van Lede
Daar is nog 5 248 lede vir wie ons nie korrekte e-posadresse op rekord het nie. Ons sal weer eens hierdie lede per SMS versoek om hul e-posadresse self op die aanlyn lede-databasis reg te stel, of die korrekte inligting per e-pos na die kantoor te stuur. Kantoorpersoneel sal ook weer hierdie lede begin skakel om hulle korrekte besonderherde te kry.

Die reaksie tot dusver was baie positief en ons bedank lede hiervoor. Dit maak dit makliker om met lede te kommunikeer wanneer ons korrekte e-posadresse en telefoonnommers het. Ons versoek alle lede om hulle kontakbesonderhede op die SA Jagters webwerf na te gaan en op datum te bring waar nodig.

14. Hunters and Animal Rights Groups
Mr Retief Celliers, a Departmental Head at NMMU is conducting a survey on the perceptions, opinions and beliefs on hunting and the impact thereof on hunters and hunting associations. The results will be used for his Doctoral Thesis and can assist in improving the public perception of hunting. It will also make information available that could be used against animal rights organisations that attracted a lot of negative attention on hunting and the RSA recently.
Retief has had virtually no response on his questionnaire from members of SA Hunters. He informs me that he adapted the questionnaire somewhat. I humbly request members to please complete his questionnaire, which can be found here.

15. Fotokompetisie
Die SAJWV maak gereeld gebruik van foto’s in aanbiedings by verskeie geleenthede en ons moet dikwels foto’s van ander verskaffers koop, bedel of smeek om te kan gebruik. Ons glo dat lede waarskynlik ‘n magdom goeie foto’s beskikbaar het wat ons by hierdie geleenthede sou kon gebruik. Ons nooi alle lede en takke van die Vereniging uit om deel te neem aan SA Jagters se Fotokompetisie sodat ons ‘n klompie foto’s kan versamel wat die Vereniging (met die toestemming van en erkenning aan die fotograaf) sal kan gebruik.

Die doel van die kompetisie is om ‘n portefeulje saam te stel van die beste foto’s wat SA Jagters se lede geneem het sodat ons dit onder andere tydens die jaarlikse kongres se gala-aand kan vertoon. Die naam van die fotograaf en die tak waaraan die lid behoort, sal by die foto verskyn.

Aan die einde van elke maand sal ons foto’s kies om by hierdie portefeulje in te sluit en dit ook op www.sahunters.co.za publiseer. Lede sal ook erkenning ontvang in die vorm van goud, silwer of brons sertifikate.
Die kategorieë vir die kompetisie is:

  1. Die moeite werd om te bewaar. Enige plant- of dierelewe wat na jou mening die moeite werd is om te bewaar.
  2. Dis hoekom ek jag. Wat maak jou jagtog soveel méér as net skiet.
  3. My tak is die beste. Hoekom jy dit geniet om aan jou SA Jagters-tak te behoort.

16. Theft of Firearms from Vehicles
We have been approached by a couple of members whose firearms had been stolen from locked vehicles. Please remember that a firearm must at all times be under your personal control or must be carried by you. A firearm left in a locked vehicle is not deemed to be under your control unless you are in absolute control of such vehicle. Section 120 (8) is explicit in stating that a person is guilty of an offense if he/she loses a firearm due to failure to lock away the firearm or taking reasonable steps to prevent the loss of a firearm.

Please be extremely careful in this regard. If you have a firearm in your vehicle and you cannot take it with you, ensure that you do not leave the vehicle unattended with the risk of losing a firearm. You may also be declared unfit to possess a firearm if a firearm is stolen from your vehicle while not under your direct control.

17. Internasionale Kontak in Australië
Tydens ’n onlangse persoonlike besoek aan my kinders in Australië het ek die geleentheid gebruik om die President van die Sporting Shooters’ Association of Australia to ontmoet. Dit is opvallend hoeveel ooreenkomste daar tussen SA Jagters en hierdie organisasie is.
Ons het hulle genooi om ’n span te stuur na die internasionale uitnodigingskiet in Oktober en die Aussies het aangedui dat hulle wel ’n verteenwoordigende span sal stuur. Ons sien uit na verder samewerking met ons kollegas van Australië.

18. Hunting Licences and Permits and Permission to Transport Meat
I urge all members of SA Hunters that go hunting to ensure you have all the required permits and/or licences while transporting venison or game carcasses. Chris Jennings of KZN Hunters informed us that a group of hunters had been stopped in a routine road block after a very successful hunt in KZN. They transported 12 carcasses of game animals but because they did not have the required “permission to transport meat”, they were fined R500 per carcass. This could add a substantial amount to the cost of your hunt. It is certainly much cheaper to just ensure that you have the correct documentation and authorization required. Rather ask the landowner to assist you in ensuring you have all necessary documentation before departure.

19. Die Gebruik van Lood in Ammunisie
Ledelande van die IUCN het hard probeer om ‘n totale verbod te plaas op die gebruik van lood in ammunisie (beide hael en koeëlpunte). Danksy goeie wetenskaplike navorsing kon daar bewys word dat die impak van lood in ammunisie op mense, diere en voëls inderdaad gering is. Gevolglik het die SA Jagters se direksie hierdie standpunt op 7 Junie bespreek en 'n versoek goedgekeur vir die verantwoordelike gebruik van loodkern-koeëls sonder enige onnodige of oorbodig beperkings, behalwe waar navorsing enige beperking rugsteun ten opsigte van omgewings-, ekonomiese en sosiale impak.
